To answer your question: Yes SOME dragons can survive in sub-zero temperatures, but you need to be bred for that kind of thing. Dragons don't have arranged marriages though, but it's not uncommon. A lot of dragons breath fire as you know, and a select few of them can cloak themselves in fire to enhance the're their abilities. These dragons can survive sub-zero temperatures by doing just that. There is, however, another kind of dragon that is bred for sub-zero environment, and live in a remote part of the sanctuary. Specifically the iced over part. Ice dragons. These dragons are the yang to the fire dragon yin in everything but body structure. Their breath can extinguish any fire, and their claws are meant for traveling on ice, snow and sleet with ease. It was dicided they fight in our "winter" wars. Basically whenever it's so cold most sentient being can't take it. Both of these dragon breeds are probably where you are, and be careful of the humanoid variants. They are the most dangerous having equal power, but unimaginable mobility. I myself am a: demonic dragonic humanoid, or a humanoid demon dragon cross breed. I never did mention the humanoid part did I? That will explain why I can use a keyboard so well.
